Integrated Child Development Services (ICDS) Scheme:

 

ICDS was launched in 1975 across the country, including the state of J&K, as a unique programme for Early Childhood Development aimed at addressing health, nutrition and the development needs of young children, pregnant and nursing mother’s .ICDS Provides the convergent interface/platform between the communities and other systems. The programme has the potential to break an intergenerational cycle of under nutrition.

Objectives:

  • To improve the nutritional and health status of children below the age of six.
  • To lay the foundation for the proper psychological, physical and social development of the child.
  • To reduce the instance of mortality, morbidity, malnutrition and school dropouts.
  • To achieve the effective co-ordination of policy and implementation among the different departments to promote the child development.

In addition to the 29599 Anganwadi Centres sanctioned for 141 projects, a target for operationalizing 2339 new Anganwadi Centres has been assigned to the state.

  1. PRADHAN MANTRI MATRU VANDANA YOJNA

PMMVY is a maternity benefit scheme for Pregnant and nursing women being implemented from 1st Jan- 2017. The scheme is applicable to 1st issue only, after marriage and provides an amount of five thousand (Rs.5000) in three instalments.

  1. The first instalment is received by beneficiary on her registration at Anganwadi Centre.
  2. The beneficiary receives the second instalments after one Anti Natal Check up or can be claimed post 180 days of pregnancy.
  3. The beneficiary receives the 3rd instalment after the child birth at Government or government recognized hospital.

2. Scheme for Adolescent Girls (SAG)

  1. Introduction
  1. Adolescence is a crucial phase in the life of woman. This stage is intermediary between childhood and womanhood and it is the most eventful phase for mental, emotional and psychological well-being. A special intervention for adolescent girls called SAG was devised in the year 2010 using the ICDS infrastructure with an aim at breaking the inter-generational life-cycle of nutritional and gender disadvantage thus providing a supportive environment for self-development of adolescent girls.

1.2. Realizing the multi-dimensional needs of out of school pre-adolescent girls (11-14 years) and with a aim to motivate these girls to join school system, the Government approved implementation of restructured Scheme for Adolescent Girls (SAG) to focus on out of school adolescent girls in the age group of 11-14 years. Scheme for Adolescent Girls - SAG is being implemented using the platform of Anganwadi Services of Umbrella ICDS Scheme through Anganwadi Centers (AWCs) with 90:10 funding between centre and State Governments. The scheme is being implemented across the State of J&K in all 141 ICDS Projects from the financial year 2018-19 with following objectives:

  1. Objectives of the Scheme

The key objective of the scheme is to facilitate, educate and empower AGs so as to enable them to become self-reliant and aware citizens. The scheme has the following objectives

      1. Enable the AGs for self-development and empowerment.
      2. Improve their nutrition and health status.
      3. Promote awareness about health, hygiene, nutrition
      4. Support out of school AG to successfully transition back to formal schooling or bridge learning / skill training.
      5. Upgrade their home-based skills and life skills.
      6. Provide information/guidance about existing public services such as Primary Health Centers, Rural Hospitals/CHCs, Post Office, Bank, Police Station, etc.

      3. POSHAN Abhiyaan

      In J&K State, initially three blocks were covered under the scheme viz; Gool of District Ramban, Mahore & Arnas of District Reasi. The scheme was implemented through 742 AWCs in these three blocks. The scheme was later extended to district Budgam, Baramulla, Doda, Kargil, Kathua, Kupwara, Rajouri, Ramban (remaining projects) &Reasi (remaining projects) during 2nd Phase, in the 3rd phase the scheme was extended to all the districts of the state.

      Objectives:

      The Scheme POSHAN Abhiyaan shall work in convergence of various programmes i.e., Anganwadi Services, Pradhan MantriMatruVandanaYojana, Scheme for Adolescent Girls of MWCD; JananiSurakshaYojana (JSY), National Health Mission (NHM) of MoH&FW; Swachh Bharat Mission of Ministry of Drinking Water & Sanitation (DW&S); Public Distribution System (PDS) of Ministry of Consumer Affairs, Food & Public Distribution (CAF&PD); Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) of Ministry of Rural Development (MoRD); Ministry of Panchayati Raj and Urban Local Bodies through the Ministry of Urban Development.


       Target :

      Prevent & reduce stunting in children (0-6 years)

      By 6% @2% p.a

      Prevent and reduce under nutrition (underweight prevalence) in children (0-6 years)

      By 6% @2% p.a

      Reduce the prevalence of anemia among young children (6-59 months)

      By 9% @3% p.a

      Reduce the prevalence of anemia among women & adolescent girls in age group of 15-49 years.

      4. Early Childhood Care & Education
      The first years of life are Critical years of human life, the rate of development in these years are more rapid than at any other stage of development. The Early childhood period between the age of 2 to 6 years is the most active period of human development cycle, wherein Physical, Social, Cognitive, Emotional, Mental and lingual development of child takes place  to the maximum and leaves imprints in the personality of the child for life
      ECCE Trainings:
      Under ECCE, trainings on ECCE are to be conducted in a cascade model at three levels. At Level-3, State Level Master Trainers, at Level-2, District Level Master Trainers and at Level-1 AWWs are to be trained. It is to mention here that SLMTs and DLMTs have already been trained and trainings of AWWs are under process.

      Achievements:
      There are 44 State Level Master Trainers trained under ECCE. Similarly against a target of 350, 330 District Level Master Trainers have been trained, similarly against a target of 29599, 4560 AWWs have been trained.

      Challenges:
      The State Specific ECCE Curriculum, Activity Book and Child Assessment Cards are to be printed as a part of ECCE Package.

        5. LADLI BETI Scheme:
      Ladli Beti Scheme is a State sponsored scheme. The scheme envisages the providing of cash incentive to the girl child born on or after 1 April, 2015. An amount of Rs 1000/month is being credited to the account of approved beneficiaries for the next fourteen years, after completing the age of 21 years she can withdraw 6.50 lakh in total.
      The scheme is under implementation in 8 districts of the state viz; Jammu, Kathua, Samba, Kishtwar, Anantnag, Pulwama, Budgam and Srinagar inhibiting low CSR (Child Sex Ratio). A formal proposal has been submitted for extending the scheme to remaining uncovered districts of the state.

      Eligibility Criteria
      a) The girl child is born on or after 01.05.2015
      b) The girl child is a permanent beneficiary of the concerned district (where scheme is implemented)
      c) The family income of the girl child is below Rs.75000/annum from all sources.

      6. STRAP: STATE TRAINING ACTION PLAN
      Training of Supervisors, AWWs and Anganwadi Helpers in the Multi-level Training Centres (MLTCs) and Anganwadi Training Centres (AWTCs) is being conducted regularly for up gradation of their skills and taking care of beneficiaries at AWCs for bringing an improvement in the implementation of the scheme.

      7. Aadhaar Enrolment :

      • State Mission Director ICDS (Social Welfare Deptt.) has become UID Registrar with Register code 0985 to carry out Aadhaar enrolment of children in Anganwadi Centres.
      • 141 ECMP kits were procured through Gem and distributed to the 141 CDPO’s across the State for Aadhaar enrolment of citizens .
      • Out of 141 laptop based Kit 110 Kits were synched and as of now more than 25000 Aadhaar enrolments were done through kits.
      • Besides 500 tablets have been procured through GeM portal and distributed among AWWs for Aadhaar Enrolment of children below 5 years.
      • Achievements:  412734 Aadhaar enrolment  has been done by AWWs across the State through Tablets.
